Brandenburg is the last federal state to approve the reform treaty for ARD, ZDF and Deutschlandradio. This means that the planned changes will officially come into force on 1 December - a signal for the film and media industry.
The reform could have a direct impact on production contracts and funding opportunities. Independent production companies in particular could benefit if broadcasters expand their cooperation with external partners or focus more on digital content. At the same time, the reform promises more clarity in the utilisation of rights and content deliveries, which will create long-term planning security for producers.
The vote was politically controversial: the CDU voted against it as an opposition force, but the majority in the state parliament prevailed. This shows how strongly political decisions can influence the structure of public broadcasters and therefore also the market for film productions.
For producers, this means that those who follow the reform closely and recognise opportunities for new projects and digital formats can secure a decisive advantage. The coming months will show which doors will really open for the industry.
