Federal film funding saw record demand in 2026. At the same time, funding for the German Film Promotion Fund (DFFF) and the German Motion Picture Fund (GMPF) has already been exhausted before the end of August. Consequently, alongside the positive development of the film production industry, the question of future funding is also coming into focus.

Wolfram Weimer, Minister of State for Culture, regards this development as a success for the federal film funding scheme. According to the Federal Government Commissioner for Culture and the Media (BKM), more than 350 film and series projects will be made possible in 2025 and 2026 through the federal government’s economic film funding alone. The high demand demonstrates that the funding schemes are having an impact and that Germany, as a film and production location, possesses considerable economic potential.

At the same time, the early exhaustion of funding presents challenges for the industry. A total of 250 million euros is available for economic film funding in 2026. The Production Alliance had already drawn attention to the precarious situation in mid-August and warned of the consequences for production companies’ planning certainty.

Particular attention is being paid to the year 2027. According to current budget plans, financial support for the film industry is set to remain above 2025 levels; however, there is a risk of cuts compared with the funding volume earmarked for 2026. The Production Alliance is therefore calling for reliable framework conditions and funding that can be planned for the long term for Germany as a production location.

The high number of funding applications also highlights just how great the need for these funding schemes is. According to the BKM, this trend shows that the measures introduced in 2025 to strengthen the film industry are having an impact. The debate over the future level and structure of funding is therefore likely to become even more important.
