New guidelines for jury-based cultural film funding, the German Federal Film Fund (DFFF) and the German Motion Picture Fund (GMPF) are now in force. The changes include, among other things:<\/p><ul data-spread=\"false\"><li><p>An increase in the subsidy rate to up to 30 per cent of German production costs.<\/p><\/li><li><p>Higher maximum subsidy amounts.<\/p><\/li><li><p>Simplified application procedures.<\/p><\/li><\/ul><p>The aim is to make film productions from Germany more competitive internationally.<\/p><h3>Strengthening cultural film promotion<\/h3><p>Funding for culturally significant films is being expanded. Development funding in particular will receive a boost: for the first time, treatments and project developments will also be subsidised. Distribution funding will also be increased to facilitate the distribution of cultural films.<\/p><p>Another focus is on cinema funding: together with the cinema associations, key points have been developed for a new reference funding scheme that is more closely aligned with the cinemas' programme. Talent film funding will also be transferred to the Kuratorium junger deutscher Film in order to provide more targeted support for up-and-coming filmmakers.<\/p><h3>A look into the future<\/h3><p>With these measures, an important part of the film reform has been implemented. However, Roth emphasises that two decisive steps are still missing: a tax incentive model and an investment commitment.
