Minister of State Wolfram Weimer (BKM) made this clear in Berlin: <em data-start=\"556\" data-end=\"626\">\"The investment commitment will be constructive.\"<\/em><\/p><p data-start=\"630\" data-end=\"1044\">The planned Investment Obligations Act is intended to strengthen the domestic film and series industry, especially independent producers. \"It is about sustainable value creation in Germany as a production location,\" says the Federal Chancellery. International platforms such as Netflix, Amazon Prime or Disney+ would thus be held more accountable - but without deterring them.<\/p><h2 data-start=\"1046\" data-end=\"1092\">Opening clause as a signal to the industry<\/h2><p data-start=\"1093\" data-end=\"1445\">Weimer particularly emphasises the planned <strong data-start=\"1130\" data-end=\"1149\">Opening clause<\/strong>. It is intended to allow the requirements to be handled flexibly if special circumstances arise. In this way, the government is attempting to achieve a balancing act: Clear investment obligations on the one hand, and scope for different business models and programme orientations on the other.<\/p><p data-start=\"1447\" data-end=\"1704\">This balance is particularly crucial in international competition. France and Italy, for example, have long since introduced strict quotas and fixed investment rules. Germany is now focussing on a more \"constructive\" variant - without a rigid crowbar.<\/p><h2 data-start=\"1706\" data-end=\"1760\">\"Effective and balanced\" instead of a bureaucratic monster<\/h2><p data-start=\"1761\" data-end=\"2029\">The Federal Chancellery not only wants to trigger a culture boost with the law, but also prevent international providers from withdrawing. Weimer promises: <em data-start=\"1933\" data-end=\"2027\">\"The law will be effective and balanced. It should realise the potential of the industry.\"<\/em><\/p><p data-start=\"2031\" data-end=\"2054\">In concrete terms, this means<\/p><ul data-start=\"2055\" data-end=\"2296\"><li data-start=\"2055\" data-end=\"2157\"><p data-start=\"2057\" data-end=\"2157\"><strong data-start=\"2057\" data-end=\"2089\">Mandatory investments<\/strong> in German productions, especially independent producers.<\/p><\/li><li data-start=\"2158\" data-end=\"2206\"><p data-start=\"2160\" data-end=\"2206\"><strong data-start=\"2160\" data-end=\"2176\">Flexibility<\/strong> through an opening clause.<\/p><\/li><li data-start=\"2207\" data-end=\"2296\"><p data-start=\"2209\" data-end=\"2296\"><strong data-start=\"2209\" data-end=\"2250\">No blockade of international players<\/strong>but a partnership-based integration.<\/p><\/li><\/ul><h2 data-start=\"2298\" data-end=\"2321\">Brussels looks on with<\/h2><p data-start=\"2322\" data-end=\"2600\">The investment obligations for streaming services are not a purely German project. They are based on the EU Audiovisual Media Provision Directive. Germany has lagged behind in its implementation to date, but now wants to catch up - and set its own priorities at the same time.<\/p><h2 data-start=\"2602\" data-end=\"2633\">Reactions from the industry<\/h2><p data-start=\"2634\" data-end=\"2931\">While producers largely welcome the plans, the question remains: is flexibility enough to secure real investment? Critics fear that overly soft rules could open up loopholes - while hard rules in turn harbour the risk of driving streaming giants into other markets.<\/p><p data-start=\"2933\" data-end=\"3148\">The government promises to present the draft law \"soon\".
