The draft bill for the Media Services Investment Obligation Act is currently undergoing the European review process. The aim of the legislation is to channel additional investment into the European and German film and media industries.<\/p><p class=\"isSelectedEnd\">The plan is for domestic and foreign audiovisual media providers to invest eight per cent of their annual net turnover in future. At least 60 per cent of these investments must be allocated to European audiovisual works, and at least 80 per cent to productions in the original German language. Furthermore, at least 70 per cent of the investments must benefit independent film producers.<\/p><p class=\"isSelectedEnd\">In addition to production, investments are to include, amongst other things, the acquisition of usage rights, script and project development, dubbing and subtitling, as well as measures to promote young talent. Provided that the voluntary investment ratio is at least twelve per cent, providers are to be allowed to deviate from certain specific requirements.<\/p><p>Compliance with this obligation is to be monitored by the German Federal Film Board in future. In the event of non-compliance, a levy amounting to 75 per cent is envisaged. Once the European review process has been completed, the draft bill must still go through the parliamentary process.
