The second round of the federal government’s „Liebling Kino“ cinema programme grant scheme begins on 29 September 2026. From this date, cinemas can submit their applications via the FFA service portal. New users must first register and be authorised by the German Federal Film Board (FFA). Users who are already registered can use the portal without needing to be authorised again.

The eligibility criteria have been amended for the second round. One of the new features is the so-called ‘rural cinema factor’: cinemas in local authorities with up to 50,000 inhabitants receive a 20 per cent bonus on their attendance points. This ensures that the points system takes greater account of the different circumstances faced by smaller cinemas in rural areas. In addition, the ‘screen factor’ remains in place for cinemas with no more than two screens.

There are also changes to the amount of the grants. The maximum grant is capped at 125,000 euros per cinema. At the same time, a minimum amount of 3,000 euros is guaranteed if the points scored would otherwise result in a lower grant. The distribution of grants will continue to be based on the points achieved and the total budgetary funds available.

The assessment is based on audience figures for German, European and artistic-creative films, as well as various bonus factors relating to the cinema’s programming. The grant must be used within two years to support the operation of the award-winning cinema, in particular for its cultural programming.
