ARD recorded a moderate increase in its expenditure for independent producers in 2024 - a signal of stability in a year characterised by cost-cutting pressure and political debate. According to the new ARD producer report the total volume awarded to external production companies rose to 885.8 million euros.

Slight growth despite headwinds

The increase comes at a time when public service broadcasting is under pressure to reform and rising production costs are weighing on the industry. Nevertheless, ARD is consciously positioning itself as a reliable market anchor - a message that many producers are likely to welcome after months of uncertain financial prospects.

For the German production industry, the report confirms that ARD remains a key driver, even as global streamers consolidate their local budgets and several European markets see declines.

Fiction remains the powerhouse

As in international markets, fictional programmes are also driving up expenditure in Germany: primetime dramas, series and long-running procedurals are once again securing the largest share of investment.
Documentaries and docu-series remain stable, while entertainment and shows show little movement compared to the previous year.

The figures reflect the trend that has already become apparent in recent months: fiction remains the growth core - and one of the few areas with reliable demand.

Cost and innovation pressure remains high

Despite the slight increase in orders, independent producers continue to be confronted with rising costs and tighter production schedules. Industry associations are increasingly warning of a gap between creative expectations and realisable budgets.

At the same time, the report sends a cautiously optimistic signal: while other European broadcasters are rowing back, the German system is holding its line.

Outlook: 2025 will be a stress test

How the market develops in the coming year depends largely on political decisions regarding the financing of public broadcasting. Any stagnation is likely to have a direct impact on the production landscape.

At least for 2024, the slight increase provides the industry with something that has become rare - a Short-term planning security in a volatile environment.
