North Rhine-Westphalia is continuing on its course as the leading production location in Germany. According to a recent study by the consulting agency Goldmedia, which was commissioned by the NRW State Chancellery, around 44 % of all German film, series and TV productions were made in NRW in 2024 - two years earlier, the figure was 42 %.

While the total production volume in Germany declined slightly (from 776,749 minutes in 2022 to 751,432 minutes in 2024), the video-on-demand (VoD) sector is showing strong growth: The number of VoD minutes rose from 28,000 to over 42,000. NRW producers in particular are benefiting from this: They create 40 % of VoD content, Bavaria follows with 24 %.

In economic terms, the industry in NRW generates a turnover of around 1.2 billion euros, which corresponds to the highest share of all federal states. Media Minister Nathanael Liminski emphasises that NRW is continuing to expand its leading position, particularly in the entertainment and streaming sector.

In addition, the federal government is supporting German productions with an investment commitment of 250 million euros per year for streamers and TV broadcasters. This measure is intended to promote smaller production companies in particular and make Germany an even more attractive location.

The study shows: Even in times of structural change, NRW is maintaining its central role in the German film and television landscape, while VoD and innovative financing models are increasingly shaping the industry.
