The MOIN Film Fund can expect to continue receiving the increased funding budget, which was raised in 2025, in the coming years. The draft of Hamburg’s 2027/28 two-year budget provides for the continuation of the additional annual allocation of five million euros. However, the draft budget still has to be approved by the Hamburg Parliament.

With this increase now made permanent, the MOIN Film Fund’s budget will remain at the higher level. Hamburg’s aim is to safeguard production conditions in the city and continue to offer producers a reliable operating environment.

„By making the additional funding for the MOIN film support scheme permanent, we aim to build on the cultural and economic successes of Hamburg’s film support scheme in recent years and invest sustainably in the future of the film industry in Hamburg,“ explained Hamburg’s Senator for Culture and Media, Dr Carsten Brosda.

MOIN’s managing director, Helge Albers, also welcomed the planned continuation of the additional funding. He said it would enable the film funding body to continue providing targeted support to the local industry and to adapt its funding instruments to the changing demands of the market.

The announcement comes at the start of the first CineHamburg. The new industry event will bring together representatives from the German cinema and film distribution sectors in Hamburg from 7 to 10 July. The format, initiated by HDF Kino and AllScreens, is set to become the central meeting place for the cinema industry in future.

The current funding budget for the MOIN Film Fund amounts to 21.9 million euros. Hamburg contributes the largest share of this, at 14.9 million euros. Further funding comes from a fixed proportion of the broadcasting licence fee, from the state of Schleswig-Holstein, the NDR, the ZDF, and from returns on previous grants.
