10 June 2025Â - More than twenty film associations have sent an open letter to Minister of State for Culture Wolfram Weimer. They call for the swift implementation of the investment commitment announced in the coalition agreement and a tax-based incentive system to ensure the competitiveness of Germany as a film location.
The associations warn that private investment alone is not enough to maintain the cultural diversity and creative independence of German film. Instead, what is needed is reliable investment in creative content, stable jobs and fair production conditions.
Without binding investment obligations and a competitive tax incentive model, Germany will lose ground in international comparison. The demands are based on studies by the BMWi (2017) and Bitkom (2022), which prove the positive effects of such incentives.
The film industry secures tens of thousands of jobs, strengthens SMEs and makes a cultural contribution far beyond the industry itself. The associations are therefore appealing to politicians to send a bold signal now and implement the promised funding instruments in order to maintain Germany's position as a strong film nation.
Signatory associations include: ADU, BFFS, BVK, DAfF, GSA, Pro Quote Film, fairTV.
