Berlin, 6 November 2025 - With a new campaign entitled "Broken promises? - Broken promises?" the Production Alliance is calling on the German government to implement the investment commitment of international streaming providers agreed in the coalition agreement. The initiative is aimed in particular at Minister of State for Culture Wolfram Weimer and other political decision-makers at federal and state level.
In an open letter, Michelle Müntefering, CEO and spokesperson for the entire board of the Production Alliance, calls for compliance with the agreed reform targets. According to Müntefering, a legally regulated investment obligation is crucial for "transparency, reliability and fairness in international competition".
Criticism of planned changes
According to the Production Alliance, Minister of State for Culture Weimer is planning to move away from the binding regulation stipulated in the coalition agreement. Instead of a legal obligation, the plan is to rely on voluntary agreements with streaming services in future. Details of these agreements have not yet been made public, which the industry believes creates a lack of transparency and uncertainty.
The Alliance fears that without binding investment requirements, German production companies will not be able to plan with sufficient certainty. In addition, the issue of so-called "rights retention" - i.e. the possibility for producers to retain certain rights to their works - remains unresolved. Overall, this threatens to weaken Germany as a production location.
Public appeal instead of protest
With this campaign, the Production Alliance does not want to take a confrontational stance, but rather remind everyone of a joint political promise. The aim is to strengthen trust and reliability between politicians and the industry. The communication initiative deliberately uses the narrative style of a streaming series to illustrate the importance of the reform in a vivid way.
According to Müntefering, a "happy ending" to this story would be the confirmation of the coalition agreements and a clear commitment by the federal government to implement the planned legal regulation.
